I have my wet/dry filter set up on my 75 gal freshwater tank (now cycling for discus) The same way it was set up on my saltwater tank, I just now read somewhere that there should also be another type of media beneath the bio balls submerged in the water, is this true? Are bio balls not enough?

Bio balls are plenty.

You can put another Bio stage but depending on your bioload it may not be needed

Ok, and can they be used the way they came above the water with the water trickling through them? Or do they have be submerged?

Bio balls should not be submerged, you can get the ceramic media or matrix if you want submerged media or do a kaldess moving bed filter

A wet dry filtration us just that. Wet and dry, the way it's designed is portion of the balls are submerged and the rest out of water. No need to get crazy with scrubbers and what not. They are just a cheap way of adding surface area, which isn't needed. If your tank is overstocked and stays gross, no amount of bacteria will help, water changes will.
