Your link doesn't work, but what your asking about is a Wayne pc2. It can be used as either, it is an inline transfer pump.

However, it is a toy, opt for the pc4, you will be much happier.

Do you use this pump also ? The pc4, like you said the 2 was to weak so I sent it back for the 4 I was just curious if you got a little rust out of yours when you first turn it on?
