A while back I read that you had to dip plants in some solution before planting. Does anyone know what the solution is or why they were dipped.

We used to dip plants in a solution of alum. It was to nuke any snails and the like. These days I tend to buy from places which are snail free (tend to be tropica or aquafluer).

Some times people will dip their plants in a PP (potassium permanganate) bath for 20 minutes. Or some use 1 part bleach to 19 parts water method (3 minute dip).

i use a 5ml to 100ml bleach mix to kill off the algae and the snails.

I use one part bleach for a couple of minutes, rinse thoroughly, it will shock the plants and take them longer to establish but you will not have to worry about parasites.
