I reworked this image with the suggestions from Stan etc. Wondering if you guys any other ideas for improvement? Click on the image and the EXIF data can be viewed in Flickr.

Looks like a painting! I love it.

(Is it tilted a bit? Higher on the R?)

If I knew how to do Oil Paint in PS, I would do a second version of this in that app.

I believe you are right Stan. Better? I will see if I can find out about oil paint in PS, surely there is a youtube video on it.

Applying the Stylize->Oil Paint after making it a smart object with a few other steps. It needs a lighter effect about the bill etc.

Wow, the oil painting is out there.
Is that something you can vary the intensity or is it a one click thing?

You can vary the intensity. There are about four slider based settings which are applied globally to the image. Not sure if I can go lighter or not. This feature seems to lean towards an impressionist style of painting.
