Does anybody think this is a good system of filling up tanks.
It is supposed to remove chlorine.

Looks like a typical inline filter to me. Any details? Brand, Filter, etc? Keep a good quality carbon filter in it and you should be good to go on the dechlorination....

Why is the bucket needed? For support or in case of leaking?

I dont know the brand, but it works pretty good.
The bucket is just to hold up the unit. Support

Does it take 9 3/4" cartriges? Looks like it's going to work well for you....
