I've heard of people using whatever foam they have available. But I would try a test one first. To check to see if it disintegrates over time or adds chemicals to the water. Just to make sure it is safe for the fish.

You could use pvc pipe for the plastic parts.

For cutting the foam , especialy the middle hole, I read somewhere, (maybe this forum ???) that somebody would get the foam very wet and then freeze it solid. Like a block of ice. And then drill the hole while it is still frozen. Apparently this works quite well, but I have never tried it myself. Intuitively it makes sense....

Sorry I could not give you more information, but this might be a start.

I remembered this post a while back where there is a description on how walton321 makes his sponge tubes with PVC. I think it is a great idea and if i did not already own a ton of the normal ones, I'd make these instead.

I bought a few for my tanks from this guy http://www.aquabid.com/cgi-bin/auction/auction.cgi?filteration&1048990204- he's really helpful, uses a square sponge with tile glued to the bottom, slotted pvc. Pretty money design. The ones he sells are super cheap, or you can buy one and copy your own.
