Genetics plays the biggest part. Pepperingis more niticible if water conditions are bad or the fish is stressed or sick or a dark background is used.

Many of today's Discus strains, including Pigeons, are the result of mutations. The peppering is a throwback to that mutation.

Some believe that peppering is a result of scrambling the activity of the genes that are responsible for stress bars in normal fish. As a general rule you only see pepper in PB derived strains which do not have stressbars, but that is about where the actual evidence for this conclusions leaves off.JMO
