With a flow rate of over 800 gph , what kind of DIY return spout is appropriate for the Discus with a minimum disturbance to the fish?

Depending on the tank size a direct input into a corner maybe fine other than than make up a spray bar.

Tanks size is 170 gal., 60"W x 24" D x 28" H.

At that size you can put it in any way you would like....

Slap on one of those sponge filters on the outlet nozzle. Instant extra bio-filtration + eliminate all water turbulence.

How is that possible? Wouldn't the force of the water blow the sponge filter out? Please explain.

My water pump currently does around 750GPH and i just slid tetra sponge on it with no problems. If you find that your sponge cannot stay on the output nozzle you can always tie it down with some fishing line. You can also wrap some of this stuff around the output nozzle and tie it down with fishing wire.
