aquaclear filter position

i have a 20 gallon long tank 30x12x12. i placed the aquaclear 70 on the very left side of the tank, is this a bad position for the filter? im getting oil slick and small white dirt floating around. is this because of the position of the filter?i think the water circulation on the right side is not enough. any suggestion?

You can the filter wherever you want. Not sure about the oil slick and white stuff. Did you rinse and wipe down the new filter and media well?
