I would say your problems started with not enough water changes and probably not a good enough or well established filter. The ph crash may be due to low kh and dirty water.
Only rinse the filter sponges lightly. you have no bio now that you changed the filter media your best bet now would be to get DR Tims or tetra safe start nothing else works if they do it's very rare. turn the uv off it can make matters worse. You need to cut way back on feedings and up the wc's daily as needed to keep ammonia zero.
You can get safe, prime or similar chlorine/ammonia removers for now too

Once a week may not be enough. it all depends on your water, kh,gh etc. What you mention now for filters means nothing if the bio in them is gone. You can put a hundred filters on the tank if there is no bio it will only clean large particles and do little else.

cycle is the worst of all of them.

I would do a 95% wc with prime then add it to the filters. vacuum debris, change as little water as possible, do no tank cleanings until you see ammonia and nitrites 0. if you have to do wc's add enough dr tims to keep up bio

Sorry I mean do a initial 95% wc then dose dr tims or tetra safe start. Doing wc's or wipe downs while using the bio starters takes the bio your trying to get to multiply out
