Should be fine as long as the shrimpies have enough cover. Concerning the gunk, just let it go into the filter. It will handle waste faster than the tank produces it once the foam matures.
Your tank can definitely handle that many shrimp if they have enough surface area. I had well over a thousand in a twenty gallon long with enough java moss to cover the entire bottom and up several inches.

Would the cherry's do well in a 75 gallon sump as cleaners?
Sump is sectioned into 3 parts; 1st is overflow into filter sock with with poret foam; second is K1; 3rd is heaters and return pump. Was thinking 1st section for the cleaners.

It'd probably be fine at first if you give them some stuff to crawl around on. Eventually though, the colony will get large enough to become a source of waste on its own.
