I would use GE Silicone ll. If that doesn't work, epoxy would. I used it in an aquarium once a long time ago and it caused no problems. If you use epoxy make sure that it's totally cured before you put the slate back in the tank.
I believe you mean Silicone 1. II contains mold inhibitors...

You could also use super glue gel. We use it to secure plants to rock and wood, so why not your slate right??
A glue gun works right away.
Gorilla glue or other brand of polyurethane glue would also work. Like epoxy, needs to be fully cured and then is inert. Also if you opt for cyanoacrylates, would recommend medium or thick. If you are impatient you can use a kicker once pieces are in place. I would also recommend using a high quality cyano like BSI or any of the brands targeting the radio control folks. The quality of the CA glue does make a difference.
