Don't worry about the landlord. Lease apartment usually don't charge for water. The only thing that could happen is he keeps complaining and charges u a little extra. But till then. Keep doing water changes.

Purigen will help, if you have plants, they will consume a lot of nitrogen, too. I'm surprised that you are doing that many changes - I have seven discus in a planted 55, and only need to do water changes 2-3 times/week. My nitrates are running between 10-20 ppm, which isn't a big deal. When I was having a problem with my intake water, I used Purigen, and it knocked down the nitrates very quickly - it is good stuff.
