Default Using PP with chloramine in water

Hi all - any advice on how to use potassium permanganate if your source water is treated with chloramine? Its my understanding that if I use Prime for the chloramine it will reduce the PP. (I've tried to shoot for 2pmm and water just turns brown quickly - even after 100% water change, filter rinse, BB tank wipe down.) But if I don't use Prime then the fish get quite stressed from (most likely) the chloramine in the water.

My only thought was just using the prime first then titrating up the PP just based on color, rather than dosage. Any thoughts?

Just treat with PP 24hrs after a water change and it'll be fine, you'll change the water after treatment
