Use a heat exchanger to warm new water with old water.

Or at least keep the old water until it's cooled to room temperature.
That sounds interesting but how would I practically go about doing that?

Hopefully this isn't too off course, but heavy metals are not detoxified by Prime. If these are a huge concern, you need a carbon block.

Heating new water with old water sounds like too much of a pain. I guess you could put a smaller barrel in a larger barrel, fill the smaller barrel with new tap and then fill the larger barrel with the old water? I can heat 110 gallons of water with 500w in about 4 hours (~$0.22), but I only do this during the harsh AZ winters.

Also, depending on how much water you change at a time, is heating even necessary? A short trip into the 70's isn't going to harm a healthy fish if the water is aged/pH stable.

I am lucky enough my tap water is excellent, so I only have to age it 6 hours with a headpump (it would probably do straight from the tap). Anyway I fill the 60 gal bin with water a little warmer than required, by the time to do the wc it has cooled down pretty close to the 29C I keep my fish at. My gas boiler is pretty modern and water passes only yhrough stainless steel, no copper or other metals

Get some stainless steel or titanium tubing, submerge it, and pump water through with a powerhead.
