How old are them? May be they are inexperienced
I had a community tank where I saw some signs of breeding such as bowing, cleaning the cone and chasing fish away from "their" spot. Upon moving them to the breeding tank the mating behavior continued. Eggs were laid on Monday night however all turned white. Upon reviewing the video (I have a nest came mounted on the front of the aquarium to monitor behavior to help mitigate and identify issues) the female (Confirmed) laid the eggs and the other unconfirmed sex would watch and only the odd time would "swift by" the eggs and blow on them or fan.
Another thing to note, although they were showing some signs of breeding not once they did the quiver / shake from the time they started showing any signs. My other breeding pair always showed this.
Could it be possible I have 2 females or a male that has no idea on what to do?

Im not sure of the age however they are about 6" in size.

Ok I posted the video on Yourtube. https://youtu.be/2vxr8W3ymFE at 1hr and 17 minutes the unconfirmed male takes his turn on the cone which is was rare during this mating event.
I would give them time. There was a nice bow in that segment of the video.

Is it rare for 2 female's to bow to one another?
I don’t know. I do know I’ve had two females that laid eggs together and it was a bunch of eggs. Have you seen the breeding tubes on the fish? The females will be large with a square end and the males will be smaller with a pointy end.

I saw the females breeding tube but did not see one from the unconfirmed male. As of earlier this morning I have removed the screen from the cone and left the cone with the white eggs on it to see what they do next. The pair now take turns to fan and blow on the eggs and now they seem to be pecking at the sponge filter.
I did not see a crazy amount of eggs on the cone infact my red turqs had more eggs which laid eggs the same day as the blue turqs. The red turqs are slightly smaller.
