It does look like one.I'd try levamisole. You can buy medicated flakes or just use powder.

Hi,
I recently received 40 cardinal tetras by mail. They were sold as tank raised, and they look pretty healthy. They are in a 15 gallon tank for quarantine. I found one that appeares to have a worm on it's side. Just want to put it out there and see if people agree.
If so, what do I do now?

Did some research, and it appears to be Dermocystidium/Dermosporidium. Apparently it is a fungal parasite which is normally not fatal and fish will gain immunity. Reccomendations are to keep up with the water changes. There is no cure.
Personally I would cull this fish. Cards are not a pricey fish. The meds will most likely cost more then the fish.
