15ft is a fair bit in regards to "aquarium use." One of the bigger Pan World external pumps could work, but your cheapest bet by far will be an oil-free sump pump.
I'm sure this has been asked before, but I couldn't find much and wasn't sure how to word the search.
But does anyone have a recommendation for an affordable pump for water changes that can pump the water up from the basement to my first floor? Need to make it up a flight of stairs and horizontally about 15 feet, then up and into the tank. Am planning to age my water in a brute can or water barrel in the basement, wheeling it over to the stairs and pumping it up.

Check out this pump from Grainger. I'm sure HD or Lowes sells something similar. They have a 3/4" garden hose adapter that you can adapt any kind of hose. There are more powerful versions if you want.

I'm no expert, so maybe this is too small.
I use a Mag Drive 1800. It's slow but it gets the job done. None of my other submersible pumps are powerful enough.
With both mag sizes, you'll get less than 500 gph with 1" PVC and spend a lot more. The Wayne pump doesn't specify PSI or pipe size to achieve 900 GPH, but it looks decent.
What size tank are you filling? I use a 950 GPH and consider it barely time efficient for tanks up to 50 gallons. For something like a 75 gal, I'd get something bigger.
Still not 100% as things keep changing, but hoping for either a 65 or 75 gallon tank. Water changes would probably be around 40 gallons each time.

FYI, hose length is a bigger factor in flow than i thought it would be. more so than the head pressure.
Very true: length, diameter, and height are all important when pumping water. You'll want to use larger diameter plumbing than if it were ground level.
At 15', 3/4" pipe will result in roughly 2/3 the flow of 1-1/4" pipe on a Mag 24. The exact percentage can shift depending on the PSI your pump provides, but the difference will always be fairly significant.
I'm gonna chime in here with a question that I think is relevant to this thread. My tank is directly over the area in the basement where my aging barrel sits. Would it put less pressure on a pump if I drilled through my floor and ran a line directly to my tank, or run a hose up the stairs, around the corner and to my tank? Vertical height to the top of the tank is approx 15'. Up the stairs around the corner to the tank would be approx 40' of hose and, obviously, the same overall height. If I hard plumb it I would use 1.25" pvc, if the stairwell option garden hose. Thanks peeps
