    I guess you refer to Dissolved organic compounds or DOC .
    There isn't a direct measure unit for DOC as far as I know but Nitrates are indirect indicator of their presence .Some people uses Redox too as an indirect indicator for water quallity.

    I think you let a known volume if water through a 45 micron filter then measure (with a calorimeter or spectroscope?) The ammount of carbon that burns. Or if you have money to burn as well as carbon you could get one of these
