Not necessarily. There have been plenty of folks here that have had issues with contaminated frozen blood worms. I am not sure about tubifex, but they generally grow in dirty conditions and the freezing process won't necessarily decontaminate them. Someone might chime in here to confirm or refute my input, or give some direction. There are are reputable frozen blood worms but I do not use them so I cannot tell you what brand. Kenny Cheung uses frozen BW's in to feed his imports

Hikari is a reputable brand that claims 3 stage UV sterilization in their food preparation process .
Tubifex worms on the other hand are on the top of the fish diet notorious foods list.
Untill I read or witness at least a couple of serious , long term experiences from experienced users here or elsewhere I will still stay a bit sceptical about feeding tubifex in any form, even the FDTW .
It would be very nice if we can feed tubifex carelessly (some day ) though , because the growing results I had with it in the past with many different fish species were magnificent .

I definitely recall Al recommending that Tubifex worms in any form. The conditions they are raised in are foul and the worm retains that nasty stuff in their tissues and no process can remove it to make it safe for fish.

I agree. I would never feed anything tubifex. It's not worth the gamble...

I wish I could use them. They're cheap as dirt compared to black worms.

Freeze dried blood worms are cheap and have about the same nutrientional value as the freeze dried black worms. Ones a worm and ones an insect larvae. It is what I've been using for the past few years; no issues.

I just wish the FD blood worms came in cubes. I tried it once and fish that like to go to the top to eat love it. Discus, not so much.
