Hmm, 25 in a 125? I don't think that would be too cramped, considering some people here have grownout 18 discus in a 75 gallon. As long as you keep up with the water changes, which should be daily for a tank that size, I'd stay with that size of tank. There is ample room in such a large tank for 25 discus, but the water will foul quickly. I wouldn't recommend adding another tank as it would increase the amount of w/c's you'd have to do.
