One pretty clearly shows a small breeding tube .That would indicate male to me .
I would think if the other does not present their tube soon then they are not a pair ?

One of them is laying eggs but the other fish is ignoring her
Pics of both of them from the side now may help to be sure you have a pair.
It can take 10x for a pair to get it right ..Be patient and observe ..
