A few suggestions,

If the pair is in RO, switch them back to tap water for a few days, then do a 100% replacement with Ro water.

If you can divide that tank.. divide it and add another Female to the other side of the divider for a few days,

These have worked for my pairs when they are just sitting and sitting staring at the cone.

I had them in aged tap and when they spawned, put the cone in a pitcher full of RO, but I changed them over to almost pure R0. The TDS is 9 now but will go down more because my RO comes out at 3.

I don't have a way to divide the 38 cube they're in, but I can add a female from my other male who is doing just what you said. He has been like that ever since I had to slap his wife on the concrete. That was your fish, Al. The male was very attached to her. I can't help but anthropomorphize.
