I suppose it's possible. I think any fish can transmit a disease. How big are the koi angels...lots smaller than the discus?

hmmm, prob a question for the experts did you QT the angels before adding them to the tank? Are you sure they were healthy to begin with? Are they passing away quickly or one at a time over a long period of time? DO they look skinny, are they getting enough food with other larger fish in the tank? If you added them all at once it could have caused an ammonia spike...any recent measurements of the water parameters?
