I have a possible pair in a 47g tall tank, I've been waiting for them to spawn for a week. Is there a chance they can successfully spawn and the eggs hatch in high ph(8ph) and hard water(15gh) or will I need RO Water?

Discus can seldom breed successfully in hard water. pH does not matter.Much better chances in water of TDS below 100.
