How dark blue is the tank; can you see the fish?
i went ahead and put 3 drops per gallon, mixed it well and then placed him in the tank.

Yeah kind of.....it is dark blue......should it be darker?

Typically if the darkness does not surprise the fish keeper, it could be stronger. You should barley be able to see your hand at the back of an unlit tank.
If it is a little light, mix 2 drops in a pint (450cc) of water and add to the tank for the remainder of the 30min.
The tank is painted to I cant see my hand either way.......and the tank is all the way full not sure I can add any more water....he is not reacting or anything should he? Can I just add the two drop directly to the tank and mix? He has about 15 mins left.....

Probably sufficient maybe let him soak a total 40minutes if he does not seem stressed by treatment.
You have done all that I know to do at the moment. I'd give them lights-out in the main tank and watch to see if others pick-on the poor one. Hope and Best Wishes.

Well the discus is still alive it color has become a lot lighter and breathing a lot harder as well.......I am just worried that it will become a place for disease to take hold......and affect the other discus...should I worry?
