Testing for chlorine

I have fairly soft municipal water. How do I check my chlorine? I went to the local pool/ spa store, but they didn't think their test strips would register a reading on my tap water. Any ideas?

Another thing you can do is phone your local water municipal or City or Town. Here in the Great White North government has to disclose
what's being put in the water. I actually emailed my water works department and the sent me all the info I needed.
