Stunted?

Hard to say, but they don't appear to be beyong hope. Better pics might help. How about a good exterior glass cleaning and then when you take the picture do it from an angle and not head on at the tank (this way the flash wont do what it did).

How old are they and how many do you have? The two on the bottom right probably are, one appears to have a short gill plate, as to whether or not to cull depends at this stage, If the tank is not crowded the I would keep them in there a while to keep your group numbers up if you have a small batch.
