The white film on heater cords and airline hoses/tubes is some kind of bacterial slime. I've found that it's mostly harmless. I see it on mine all the time. You can wipe it off during water changes. Bristlenose plecos will also eat it.

As for the cloudy water, you need to check your ammonia and nitrite to be sure your tank isn't going through a cycle. In any case, the best remedy for cloudy water is to do a water change with fresh, clean water. Make sure to add dechlorinator or conditioner if you have chlorine or chloramine in your tap water.

Little wipe or pleco passing over it cleans it right up. When it comes to discus problems and water issues, first thing to do is test the water and then water change. Wait a day, test the water, then WATER Change. Wait a day, test the water, WATER CHANGE....Hell stop testing and just age the water and do another WC LOL. Besides, your Discus will love the water changes.
