Is there a standard location to drill for a bulkhead?

(I hope this isn't the wrong place to ask this question)

I have a 135 gallon tank on the way and I wanted to drill it or have it drilled for siphoning or possibly for a sump filter. I'm wondering if there is any conventional wisdom on just where the hole should go.

Also, is a 1.75 inch hole (1 inch buklkhead) appropriate for siphoning and/or filtering a tank of ths size?
