What would be the minimum size aquarium for four to five discus and can RO water be used or a mixture of RO and tap be better.

The smallest most people use for a minimum of 5 discus is a 55 gal tank.

Do you need RO water because of bad tap water? Most people will do a 50/50 mix of RO/Tap and 100% RO for breeding. But this all depends on your tap water parameters.

In Mn the water is great for African Cichlids not for soft water species like angels and discus. I would use a combo of both like you recommend.

Discus only need soft water for breeding. No need for the RO.

Tap water is fine and it is better if heated and aged. No need for RO. It might be better to age and heat tap water than to add tap water at the correct temp but I am not sure. That has to do with things that can be dissloved in hot tap water.
