Strange growth

I know this may not be the exact place to put this, but I'm not sure where else to ask it. One of my cardinals has had this black growth at the end of its tail for about a year now.it seems to be fine (eating, acting normally) but it seems to have grown. Any ideas on what it might be ? Usually black cells indicate cancer.

Can very well be nerve damage also.
