I have two discus currently in a 25g qt tank and
I've been seeing some weird behaviour,
One is consistently keeping the other near the top
Of the tank, at first I thought it was due to bullying
Because it wouldn't let the other eat during feedings
So I separated them with a tank divider
But the one I thought was getting picked on always
Tries to go back to the "bully" by pushing the divider
And squeezing thru after eating, anyone else see this
Before or know what could be going on? There only
About a year old

It's definitely a bullying behavior. As you probably know, discus do best in groups of at least four but preferably six or more. Otherwise, the dominant fish will harass the small fish until they get stressed and/or die. Tank size also has a lot to do with that. The larger the tank, the more room they have to get away from each other. A 25 gallon isn't giving them much room for that. Once you move them out of quarantine and mix them with more discus, the pecking order should work itself out and they should calm down. Until then, you will always have one dominant fish that chases and harasses the submissive fish.

As Ryan pointed, it would be appropriate for you to seriously consider placing your discus in a larger tank, say min. 60 gals, and adding 3 or 4 more discus around a similar size, after suitable QT in your 25 gal of course.
I believe you'd be pleasantly surprised over the group harmony which will immediately be created.
