Hello, just like the the title states. Will a white butterfly pepper or has that been bred out of them?

Depends on water conditions , ect. Yes they will pepper

Ok. Thanks. That what I was wondering. For example over dark substrate. If a discus is peppered and place over white substrate will the peppering eventually go away or lesson?

Yes .. it is very possible. . All pigeon bloods have that possibility

Some have genetics to pepper no matter what.. so its always a gamble

You can always get albino WB which will not pepper. All WB, regardless of how clean, will show some degree of peppering when stressed, or breeding, or put over dark substrate. Even the cleanest ones I've seen show some fine black dusting under the gills, for instance, when breeding or stressed.

Yes they will pepper. Only an Albino white butterfly won't pepper.
