A dim-able LED should work http://www.kensfish.com/aquarium-supplies/aquarium-lighting/current-satellite-plus-freshwater-led-36-48-inch.html.

I have used window tint in the past. A small strip of aluminum foil set on the glass will diffuse the light or rubber shelf liner folded a couple of times placed on the glass will do the same thing. All cheap and will not have to replace a light. Unless you want an upgrade.
window screen also works too.

All great ideas which I've done in the past but I like Pat's idea not only saves on hydro but also has a way longer life span. Try and sell your fluorescent hood on kijiji.

masking tape, adjustable based on layers.
you can put the tape directly on the bulb or better yet, put it on the plastic protecting the bulb
