Here are my tank parameters.

-125 liter juwel tank (just 2 discus and 1 clown loach in it)
-Ph 8.0-8.1 (stable)
-Temperature 30 degrees CELCIUS
-Ammonia/Nitrates- 0

Any advice would be very appriciated.

I would say it is heading that way. Look how thin it is and the fins are ratty it's health could be better. We recommend young discus be raised in a bare bottom tank with large daily WCs and plenty of food. There is a good chance your loaches are getting the food before the discus have a chance to eat. Some reading in the beginner section would help you to understand the needs of young discus.

Yes, this looks like a stunted Discus. Thin, emaciated, but also disproportionately large eyes in comparison to the rest of the body. Pigeon Bloods, like this one, typically have much smaller eyes than most of the other strains.

For growing out young fish, bare bottom tanks are recommended. Loaches aren't good tank mates for Discus either. Unfortunately if you want to raise Discus then all tank and fish considerations have to be based on the Discus's needs.
