I have 1 turquoise and 1 leopard, in my 30 gallon tall, bare bottom, planted. I have noticed either one of them flickering fins at the other when they get real close. Any explanations? they are fairly new acquaintances(3 weeks in same tank)

This is part of the Discus mating ritual. Along with shaking, vibrating, the upward/downward movements when they approach, darkening, etc.

The tank looks pretty clean now. What is your current regimen for your water?

Glass scrape and 45% water change every 3 days

You may want to step it up to every other day. What type of filtration? Also if they're going to mate in this tank, all the other fish, especially the Rams, will have to be removed. It's also a good idea to read up on breeding. Then wait and see...

all i have is a fluval U3, which is behind the glare in the full tank pic, if that is the case with the rams then ok i will soon

I just caught my wilds discus on video in the courting behavior. You can see them shimming and cleaning an area of the driftwood. Few hours later they spawned in the driftwood:

They ate the eggs, but you get an idea of courting movements.
