Yes, your discus are stunted.
Daily wcs would help your discus grow a little faster and a little bigger than if you stayed with your current routine of once a week, which isn't enough.

Also they must be very stressed in with those tiger barbs.A very bad choice for a discus tank.

Honestly, it's not going to make much a difference. The fish is already stunted and will not reach its full potential.

Just so Alki fully understands, even though a stunted discus will not reach the full potential of a properly cared for discus, it can still reach significantly better (larger and more rapid) growth by having the benefit of large daily water changes and a good tank cleansing routine, than it would achieve if kept under less diligent and favorable conditions (e.g. smaller wcs less frequently than daily). This can make an appreciable difference.

This is a perfect shining example of what "not enough water changes" does to a discus.
Let all jr.members see and read the out come, it's simple, limited water changes compromises the positive environment of the discus.
Best to start at 80% per day, yes the fish might not grow (that much), however it still will, but the question is how much, either way more fresh water will increase the health of the fish, and at this point this is what you need to do.

What in the picture guarantees the fish are stunted? Eye ratio?

Football or pointed shape as opposed to rounded is the first and most obvious sign of a stunted discus.
Counting eye to body ratio is more accurate measuring that helps even if discus has rounder shape than this two on the pictures.
You don't even have to count eyes for this two cause its obvious from the first glance of their body shape.

They definitely don't look round especially the blue. The smaller in my group started to look a bit stunted to me although they are still round. I removed a lot of plants and increased wc frequency and coukd quickly see a difference in growth
