One of my discus lost part of one of his pelvic fins (the long skinny fins), do they regrow or is it a permanent situation?

Most times they regrow, if in conditions of good quality water. Sometimes they grow quickly, sometimes take a loooonnng time. Occassionally, the new growth may be a bit crooked. Most times they grow fine.
If the reason it broke is mechanical (netting the fish, etc.), the prospectus is very good. If is the result of rot, some cleaning may be necessary. Specifically I would look at the end of the stump, with the hope of not seeing any small fuzzy (=fungus or bacteria) stuff. I would use a little salt.

One of my discus lost almost a whole one due to bacteria.
I used 5 tblsp salt/10gal and Melafix for 10 days. %0% wc / day, temp 90F.

Regrew and just like new.

It was a mechanical injury (shipping), salts in the water and I'm watching it grow.

Thanks for this post, I recently purchased a pigeon blood from my lfs and didn't notice he/she had lost the pelvic fin until comfortably in my quarnatine tank. Following your advice I have treated the tank and its growing back...but as mentioned...sloooowwwwly.
