Urgently litle fish (15 days) rise on a surface, are turned. Then fall on a bottom put(fold) fins and die

In what there can be a reason???

Rubik,
What size tank? How often and what percentage is your water changes? How old are these young ones? What are you feeding them and how often? What is the water temp.
Usually if they are going to top and gasping for air, that means there is not enough oxygen in the water and you need to add more airation(sp).
Honestly though we need more information.
