I want to make a drain for doing water changes but, I don't want to drill or spend a lot of money.

best suggestion I can offer ... purchase a submergable pump and a lenght of hose.
Throw the pump into the tank, turn it on, pump out the water.
Take the pump, throw it into your new fresh water and pump it into the tank.

Wrap everything up and put away until next time.

A Hagen style 803 pump moves over 350 gallons/hour.

Check out my yahoo album under fishroom near the end! I have a 30G with a siphon and valve. All it is, is some 3/4" pvc with some 90's! The pipe outside the tank goes all the way down to the floor. Works very slick! Open the valve the water drains! Always close the valve before it sucks air. I have the pipe in the tank around 3-4" off the bottom.
