breeding tubes

I have some discus in my tank that have their breeding tubes down but i do not see any pairing behaviour. why would some lower their breeding tubes?

because they want to breed, observe them carefully you will find some pairs in tank

i thought that might be the reason but they have had them down for a week and they have not shown anu signs of pairing.
