what is it ?

I have a planted tank with 6 discus . I'm noticing something and don't know what it is . It's off-white and looks like fluff and gathers at the base of the plants . During water changes pieces of it can be seen floating around the tank . Any idea what it might be and what I could do about controlling or hopefully , eliminating it ?

It sounds like bits of food are getting decomposed and the white fluffy stuff is the fungus doing the decomposition.
