Watts per gallon

Assuming you don't live in the artic and your fishroom's not in a frigid basement but kept at room temp (let's say 75-77F). How many watts per gallon do you use?? Reason I ask is that I've often heard oversizing heaters leads to their premature failure (constant on/off cycling) and have been hearing anywhere between .6 and 5 watts per gallon on this board and others.
