i bought meds for fluke and all it says on the intruction is to add a capsule of powder for every 25 gals. I opened the capsul and put the powder is the water. It wasnt disolving and just floated around the top. Em i suppose to just drop the capsule or try and disolve it first den add it to the tank? Or is what i did correct

It will disolve over time. I usually open thte capsules into a small jar of warm water and shake vigorously. I pour this in and rinse the jar in the tank.
