stunted or runted

Is it possible for a stunted fish to come around? What I mean is, will my blue discus improve with better conditions? I have no idea how long the lfs had these fish but they are small and they're eyes are definitely big in proportion to thier bodies. I just hope they grow out or maybe it's too late.
I have another tank for which I just purchased some real nice looking pigeon bloods. full bodied, uniform shape and color, and thier eyes are way smaller than my blue fishes eyes. the two tanks are like night and day. Will all the time and effort pay off for the blues or is it a dead end? thanks
