If my tank has high phosphate how can I control it ?? or if it comes out of my tap high what should I do ???

Test the water coming out of your tap & go from there.

In my experience high phosphates are not good for your fish and moreover will inhibit plant growth and increase algae.

If the phosphates are not already in your water you’ll need to determine what you are adding to your tank to increase the levels

There are commercially available products from both Kent and Seachem that are supposed to remove phosphates. These normally go into your filter and are rechargeable. I've never tried them though and don't know if or how effective they really are.

Many additives, such as Seachem's Discus Buffer contain loads of phosphates, so always check labels before adding anything to your water.

If the problem is from the tap, you may want to look into some sort of filter that will remove them, such as an RO or DI unit.
