Ive have seen many 3d backgrounds covered with concrete mix like Quikrete mason mix with Quikrete acrylic fortifier. Im not sure if I have seen Quikrete in Home Depot or Rona however here is the Canadian supplier of Quikrete:
QUIKRETEŽ of Ontario/Forwell Materials, Inc.
Phone: (519) 621-3093
Kitchener, ON Canada N2G 4GI
The website is www.quikrete.com
Here also is a link for waterproofing concrete mix:

There maybe another mason mix that may work however. I will be making a 3D styrofoam background soon as well. There is also concrete color that you can mix together with the mason mix to achieve different colors.
Here is a link for the color mix:

Id love to see the pics of your project and your experiences as well.

Doesn't newly cured concrete leach something in the water? Isn't there something you need to do before using it in a closed environment like an aquarium (something like soaking or with acid or something?). Been interested in trying something like this for a while also.

Ive been researching this as well and thanks for bringing it up. Yes, concrete will leach however only for a short period. Ive read ppl generally do daily 100% wc's for a couple days to a week (with no fish of course).
Thanks for info ,gota get down to depot and find out.Keep you posted.

Many of those artifficial backgrounds are fiberglass and/or cast resin. Once set and cured, they don't leach.
