Ok I was gonna take a bit of a drive to buy some pearl pigeons. I was told on the phone they have a little bit of peppering on the face.... can I fix that if there only about 2.5 to 3 inches?????

Peppering can't be fixed. If a fish has pepper it will always have pepper.

Light-colored backgrounds can reduce how noticeable it is.

I'd go check them out anyway. If the amount of peppering they have is acceptable to you and they look healthy, go for it. If not, pass. There will be other opportunities to buy fish.
