I want to remove the background in my tank. The only problem is that its silliconed on the inside of the tank and wanted to know if it was possible to remove it without cracking the glass?

What is the background made of?
I am assuming it is a colored piece of acrylic

I want to say razor blade scraper but I don't know if it will be able to get at all the silicone.

If you have acrylic siliconed onto glass on the inside of the tank the easiest thing to do is get a piece of acrylic the color you want (hope its not clear) and silicone it right over the existing piece.

Try using a heat gun, just heat the back ground up to the point where it will give way to the silicone then when you remove that you should only have the silicone left on the glass which can be removed with a razor blade.

;) You could try a hairdryer for starters...most of us have'm..lol

A hair dryer won't get hot enough for the silicone to release. Good idea though.
